Know Your Customer obligations for virtual asset businesses in Nigeria go beyond standard bank KYC. This guide covers BVN/NIN requirements, wallet verification, beneficial ownership, and the enhanced due diligence triggers specific to crypto.
Regulatory Basis: CBN AML/CFT Regulations 2022, SEC Nigeria Digital Asset Rules 2024, FATF Recommendation 10 (Customer Due Diligence), and the Money Laundering (Prevention and Prohibition) Act 2022 all apply to crypto KYC in Nigeria.
Standard bank KYC verifies who holds an account. Crypto KYC must also verify who controls the wallet, the source of the crypto assets, and the economic purpose behind transactions, all while dealing with pseudonymous blockchain infrastructure.
The combination of pseudonymity, self-custody options, and instant cross-border transfers means KYC gaps in crypto have immediate and significant financial crime consequences.
Tier 1, Basic (Up to ₦300,000/day)
Tier 2, Standard (Up to ₦1,000,000/day)
Tier 3, Enhanced (Above ₦1,000,000/day or high-risk flags)
Beyond customer identity, Nigerian VASPs must verify the wallets their customers use. For hosted wallets (on-platform), this is straightforward. For external wallet withdrawals, institutions should:
Banks serving VASPs and VASPs onboarding corporate accounts face additional beneficial ownership obligations. The Money Laundering Act 2022 requires identification of all individuals with 5%+ ownership and all directors/beneficial owners.
For VASP customers specifically, banks must also verify the VASP's SEC Nigeria licence, review its own AML/CFT programme, and assess the quality of its KYC controls before opening an account.
KYC is not a one-time event. Nigerian VASPs must implement ongoing monitoring of customer activity against their stated profile and trigger re-KYC when risk indicators change. High-risk customers should be reviewed at least annually.
Robust crypto KYC is the foundation of every other compliance obligation, AML monitoring, Travel Rule, fraud detection all depend on knowing your customer properly. Nigerian institutions that build strong KYC foundations now will be well-positioned for the SEC and CBN enforcement environment ahead.
