BAGS™ SeriesPart 3 of 630 April 2026

Introducing BAGS™: The Banking AI Governance Standard

A unified, four-layer framework for managing AI risk, compliance, and data integrity in financial institutions, designed for the era of AI-driven financial services.

The two preceding articles in this series established the problem: traditional compliance frameworks were not designed for AI risk, and most financial institutions have three specific governance gaps, visibility, coordination, and auditability, that leave them exposed.

This article introduces the BAGS™ Framework as a structured response.

What BAGS™ Is, and What It Is Not

BAGS™ (Banking AI Governance Standard) is a unified framework for managing AI risk, compliance, and data integrity in financial institutions. It defines four integrated layers that together constitute a complete AI governance posture.

Important distinction:BAGS™ is not a product or a technology platform. It is a governance standard, a structured way of thinking about, organising, and operationalising AI risk management. It can be implemented with or without specific technology, though purpose-built infrastructure makes operationalisation significantly more effective.

The Four Letters

B
Behavioural Risk
Real-time detection of anomalies across users, employees, transactions, and AI interactions
A
AI Model Governance
Ensuring AI systems are explainable, monitored, and fully auditable
G
Governance & Compliance
Aligning AI operations with CBN, AML, and global AI governance standards
S
Security & Data Integrity
Governing how data flows into, through, and out of AI systems

The Governance Loop

The power of BAGS™ is not in the individual layers, it is in how they connect. Each layer reinforces the next in a continuous governance cycle.

FOUNDATION
BAGS™Banking AI Governance Standard

Read clockwise. Each layer informs the next in a continuous AI governance cycle.

Security creates the trusted data foundation. Governance defines the policy boundaries. AI governance enforces explainability within those boundaries. Behavioural monitoring provides the real-time signal that validates the whole system is operating as designed. And those signals feed back into security improvements, closing the loop.

This is what distinguishes BAGS™ from a checklist or a policy document: it is designed as a living system, not a static assessment.
